Our speaker was Group Captain Bakhsish "Bob" Khalsa, Indian Air Force (IAF). His biography is in the February bulletin. In the IAF he flew the MIG-21 "Bison" and the Mach 2.5+ MIG-25 "Foxbat". He was one of several pilots sent to work with the Russian Air Force to bring back knowledge to share concerning these Russian-built airplanes. His talk centered on this experience.

The Russian airplanes were excellent. However, he found the Russian Air Force doctrine to be very rigid and by-the-book, with little lattitude for individual initiative. He mentioned several incidents illustrating this. Navigation instructions were preprogrammed into airplanes before flight and could not be reset in the air, presumably to prevent defections. In another case, a pilot reported a low fuel state, below the book value, and was directed by the tower to eject, although he was near the field. Aerial photographs of a typical military airfield showed a parallel grass/dirt runway beside the paved runway. Russian planes were designed to operate from these unimproved runways, and used them for training. Discipline was rigid to the point where, if the tower failed to change the runway when the wind shifted, you were expected to land down-wind even in high winds.

It was a fascinating talk, illustrated with slides, some of which are copied here.
