COL Martin Spann
US Army (Retired)

COL Martin Spann, US Army (Retired) will discuss training Iraqi team members and conducting combat operations with them.  COL Martin B. Spann, U.S. Army (Ret) is a recognized expert on counter insurgency and the development of indigenous police forces.

During his military career he commanded Infantry units from squad to battalion level. His last
assignment was Division-level Chief of Staff. During the Global War on Terror he completed
three combat tours in both Iraq and Afghanistan. In 2004 he served in Iraq as a Military Combat Advisor to the Iraqi Special Police Commandos, an elite counterinsurgency unit of 18,000 paramilitary police officers reporting to the Iraqi Ministry of the Interior. He returned to Iraq in 2008 as the Senior U. S. Military Advisor to the Iraqi Minister of the Interior where he assisted in the development of local and national security policy. His final deployment was to Afghanistan in 2010 as the Senior NATO Military Advisor to the Afghan National Civil Order Police (ANCOP) - nearly 13,500 paramilitary police officers. Both the Iraqi Special Police Commandos and the Afghan National Civil Order Police were a gendarmerie-type paramilitary force designed to bridge the gap between the local police and the national army.
